A wholly owned subsidiary of Sierra Nevada Corporation (SNC), 3S Engineering and Certification is based in Wichita, Kansas. Known as the “Air Capital of the World” due to the city’s history as the hub of United States aircraft production, our central, convenient location has the added benefit of many accomplished aircraft professionals who call the area home.
The team at 3S is highly experienced and efficient in providing engineering design and compliance data development as well as Unit Member (UM) support for Federal Aviation Administration (FAA) approvals. Additionally, as an FAA designated Organization Designation Authorization (ODA) program, we provide Supplemental Type Certificates (STCs) for most aircraft equipment installations.

- Randy Eno General Manager 37+ Years Industry Experience
I am able to apply my many years of aviation industry experience towards improving our company performance, increasing customer satisfaction and mentoring our leaders and employees.
Randy Eno spent more than three decades at the Boeing Company before spending several years at Beechcraft (Textron Aviation). His career began as a flight test engineer and went on to include various leadership positions in engineering, engineering management, program management and executive management. Randy joined 3S as our general manager in 2015.
Drawing from his education in aeronautical engineering (bachelor’s degree), education in business administration (master’s degree) and his vast experience, Randy is responsible for all aspects of the 3S operation. His oversight includes day-to-day operations, financial performance, customer relationships and strategic planning and growth.
Randy is active in his church, has held leadership roles on various committees and supports the United Way. He enjoys camping, traveling, flying and the occasional game of golf. Each year he looks forward to a summer trip to the Colorado mountains with his wife, three adult children and friends.
- Robert (Scott) Lysen Director of Operations 40+ Years Industry Experience
I appreciate the challenge of providing turnkey solutions to make aircraft modifications in a dynamic, evolving certification environment.
After decades at Beechcraft (Textron Aviation), Robert (Scott) Lysen joined 3S as our director of operations in 2014. His role within the company includes program management of selected STC projects and overall operations management.
Along with his extensive experience, Scott draws from an education in aircraft maintenance engineering (bachelor’s degree) and business administration (master’s degree). He has also earned an Airframe and/or Powerplant (A&P) certificate from the FAA.
Scott actively supports the United Way of the Plains and is involved in the YMCA “We Care” Thanksgiving Dinner.
- Steve Simpson Lead Administrator, ODA / Director, Certification 30+ Years Industry Experience
I work with our team of professionals in the certification of complex projects, including helping to drive them through the various stages to completion and final issuance of the STC.
With 3S since 2014, Steve Simpson has more than 30 years of industry experience with a demonstrated history of driving highly complex certification projects to completion in the categories of airlines, aviation and defense. His previous experience includes a position as an FAA Designated Airworthiness Representative (DAR), position as an FAA ODA administrator and training in both Six Sigma and Design for Manufacturability (DFM).
At 3S, Steve provides certification and quality leadership and maintains the ODA lead administrator role. He directly interfaces with multiple branches of the FAA to promote and maintain the ODA authorization and ensure the overall organization maintains full and continuous compliance with federal regulations.
Steve actively supports various non-profit organizations to provide food, shelter and medical assistance to those in need.
- Steve Roach Chief Engineer 36+ Years Industry Experience
3S is relatively small and since most of our activities include interaction, it is nice to be able to get to know the people you work with. I want to feel like I am part of a team and I am contributing to the success of these programs. The size of this organization allows me to do that.
Drawing from decades of experience at Beechcraft (Textron Aviation), Steve Roach has been the chief engineer at 3S since 2016. Prior to 3S, he became adept working within the special mission aircraft industry and had varied experience with new product development and Sustaining Engineering (SE).
Steve’s role includes oversight of the design, certification and project management activities of several programs. He also works new business development and supporting activities with our parent company, Sierra Nevada Corporation.
Steve is passionate about volunteering with his church, walking, reading and visiting historic sites.
- Mark Dannar Business Development Manager 38+ Years Industry Experience
I appreciate working with our customers and the ideas they bring to aviation. I'm pleased when we can show them how 3S can provide the results they're looking for. With 3S's capabilities as an ODA and with our engineering services, we're in the position to bring our customers’ products to the marketplace quickly and efficiently.
After retiring from the Boeing Company and several years at Beechcraft (Textron Aviation), Mark Dannar joined 3S as our business development manager in 2016. His role includes demonstrating to customers the value proposition of an ODA and showing them why 3S can be a discriminator for them in the marketplace.
Mark draws on his experience in various management positions, mostly as a program manager for military programs across multiple platforms with domestic and international customers.
Mark enjoys spending time with his family and he and his wife both have active hobbies as musicians. Throughout his career he has been involved in supporting local and church-sponsored programs that benefit Wichita and the surrounding communities.
- Steve Talman Engineering Design Manager 33+ Years Industry Experience

With 3S since 2017, Steve Talman has an aeronautical engineering degree from Bedford College in Bedford, United Kingdom and decades of industry experience that has included various engineering leadership positions with Beechcraft (Textron Aviation).
At 3S, Steve is responsible for the coordination and oversight of the engineering design team as well as supporting active design programs at the 3S headquarters in Wichita and other programs at our parent company, Sierra Nevada Corporation. He is also responsible for providing engineering technical guidance for new business pursuits and proposal efforts.
Steve is an avid scuba diver and world traveler who is always looking for the next adventure!
- Chris Knaak Business Development 23+ Years Industry Experience
3S is a very agile company focused on customer service. Our parent company, Sierra Nevada Corporation, is a privately owned and debt-free company, which allows us to make good long-term business decisions that will ultimately bring the best value to our customers.
Chris Knaak has a master’s degree from Wichita State University and decades of experience in the aircraft industry. He worked for Beechcraft (Textron Aviation) for more than 22 years and held the positions of director of capture management and program manager for the Hawker and T-6 platforms. Chris has been with 3S since 2016 and is responsible for various business development activities.
Chris is involved in Big Brothers Big Sisters and is an adjunct teacher at Wichita State University. He is passionate about playing hockey, riding his Harley and spending time with his family.
